I am horrified by the fact that a "national level athletics coach" obviously doesn't know the rules or is corrupted by the running-shoe branch!
IAAF Competition Rules 2016/17, Rule 143.2 (page 150) says "Athletes may compete barefoot or with footwear on one or both feet."

With my running group, I apply a zero-tolerance policy against (official) people who try to upset peaceful barefooters with such lies.
This happened to me and my assistant instructor at a small track event last year. I instantly wrote a complaint to the chief organizer who answered with a formal apology and gave us a free start for the next event :) .

In my opinion, it should be the duty of the respective BRS chapter president to remind representatives of a national athletics federation insistently of applying the rules correctly.
