Umm, sounds like a load of rubbish to me. Being an electronics engineer I find it had to believe that there is one point on the foot that can allow the electron flow to the earth. I have electron flow through my fingers when I discharge static via earthed metalwork. Sure you can have a potential difference between your body and the ground (especially if you work in dry air conditioned environments) but these potentials are discharged any time you grab hold of an earth point, a rail, a tap etc.
I can't see the logic behind a lot of these odd claims, no real science.
