Question about Olympic barefoot runners

How about this one, it is the forerunner to the Commonwealth Games, the Empire Games 1950.
English runner Holden runs the latter half of the marathon barefoot as his shoes are soaked. He wins the race in around 2:30

Sorta similar to why Abebe ran barefoot in the Olympics too, now that I think of it.
