So you have bare legs and bare feet but your ankles get cold? Never experienced that before. Are they just cut off socks?

It works the other way. If I keep my ankles warm (winter) / cold (summer), my feet do not get cold / hot. In summer I soak the ankle bands with cold water.
Cut off socks would probably work just fine too but I use Nike wrist bands

Move the person to a cooler place. Quickly cool the person’s body by giving care as you would for heat exhaustion. If needed, continue rapid cooling by applying ice or cold packs wrapped in a cloth to the wrists, ankles, groin, neck and armpits.
